Brazilian Supreme Federal Court (STF) Justice Luiz Fux has released the schedule and list of participants for the public hearing that will discuss the impacts of the provisional measure that banned betting.
The meeting was convened within the scope of Direct Action of Unconstitutionality (ADI) 8027, which is being handled by Fux.
Some 28 entities were selected, including representatives of the executive branch, football clubs, sports organisations, associations and institutes linked to the topic.
Participants had to send the names and powers of attorney of their representatives to the email adi8027@stf.jus.br by 3pm on Thursday. Each entity may indicate up to two representatives.
The hearing will be held on 3 November, starting at 10am, in the session room of the Second Chamber of the STF, with broadcast on TV and Radio Justiça and on the STF’s YouTube channel.
Each entity will have 10 minutes to present its considerations on Provisional Measure (MP) 1.394/2026, which prohibits the operation of fixed-odds betting and provides for the termination of licences granted to companies in the sector.
Participants
Participants include sports clubs such as Flamengo, Fluminense, Botafogo, Cruzeiro, São Paulo and Corinthians, as well as the Brazilian Football Confederation (CBF) and the Brazilian Olympic Committee (COB).
Also presenting statements will be the Attorney General’s Office (AGU), the Ministries of Finance and Sports, the Prosecutor General’s Office (PGR), the National Confederation of Commerce of Goods, Services and Tourism (CNC) and the National Confederation of Industry (CNI).
The list also includes representative entities from the betting sector, such as the National Association of Games and Lotteries (ANJL) and the Brazilian Institute of Responsible Gaming (IBJR), as well as organisations linked to economic freedom, broadcasting and market regulation, such as the Brazilian Association for Economic Freedom (Able), the Brazilian Association of Radio and Television Broadcasters (Abert) and the Economic Regulation Laboratory of the State University of Rio de Janeiro (UERJ Reg).
Actions regarding bets
ADI 8027 was filed by the ANJL, requesting the immediate suspension of Provisional Measure 1,394/2026 and, at the end of the trial, a declaration of its unconstitutionality.
It also requests that the STF recognises the validity of the laws regulating fixed-odds betting in the country. The same rule is challenged in ADIs 8,024, 8,028, and 8,035.
Also pending before the Supreme Federal Court (STF) are ADIs 7721, 7723, and 7749, reported by Justice Fux. These actions question Law 14.790/2023, known as the Betting Law, which regulated this type of betting in Brazil.
In November 2024, the STF held a public hearing within the scope of these ADIs, with the participation of more than 50 experts and representatives of public bodies and civil society. The AGU requested an evaluation of holding a new meeting, arguing that the evidence accumulated since then on the impacts of betting and the enactment of the provisional measure justify updating the debate.
Timeline
After 10 minutes of opening remarks from Fux, the football clubs will have 10 minutes each to make their points before the CBF and COB also speak.
After a break for lunch, the AGU will have its turn, followed by the ministries of finance and sport.
Attention will then turn to the associations, with the ANJL and IBJR scheduled to speak between 3pm and 3.20pm.
The final body to speak, at around 5pm, will be the International Gaming Association.
