Churchill-owned racetrack and casino takes Pennsylvania Horsemen’s Assn. to keep ADW’s’money grab’ from arbitration

Presque Isle Downs and Casino

According to federal court documents filed on June 24, Presque Isle Downs and Casino (PID) and the Pennsylvania Horsemen’s Benevolent and Protective Association (PAHBPA) have been engaged in an ongoing dispute over revenue sharing for advance-deposit wagers (ADW).

The dispute revolves around allegations made by the PAHBPA that, for several years, PID–whose corporate parent is Churchill Downs, Inc. (CDI)–has been steering on-track patrons to make bets through ADW platforms. For example, another CDI-owned entity, the Churchill Downs Technology Initiatives Company (CDTIC) controls TwinSpires.

But, PID does not treat on-property bets placed through CDTIC platforms as “on-track wagers,” which would increase revenue for purses.
