Nordrhein-Westfalen, Germany’s most populous state, has opened the tender process for online table banker games following the Fourth State Treaty on Gambling, the Glücksspielneuregulierungstaatsvertrag (GlüNeuRStV). It allows states to grant concessions for non-poker table games.
After Nordrhein-Westfalen approved the GlüNeuRStV, it went into effect on July 1st, allowing licencing for slots and poker games. It did, however, state that they do not cover non-poker table games like slots and poker. It doesn’t matter whether it is through RNGs or live broadcasts of dealers.
Hence, permission to offer banked table games is through the granting of concessions by individual states.
