The Menominee Indian Tribe of Wisconsin (MITW) has declared that it will resume the Wisconsin tribe’s attempts to establish a destination entertainment complex and casino in the City of Kenosha in collaboration with Hard Rock International (Hard Rock). The casino and its associated facilities will be owned by Menominee, and Hard Rock will serve as the project’s developer and manager.
The renewed endeavor, according to Menominee Chairman Ronald J. Corn, Sr., is intended to provide the resources needed to meet the people of the tribe’s ongoing and expanding demands. One of the biggest and poorest tribes in Wisconsin, the Menominee consistently has some of the greatest rates of poverty and the worst health outcomes of any region in the state.
“Hard Rock has a long standing partnership with the Menominee Tribe and is proud to support them in their continued efforts to bring a world-class gaming and entertainment resort to the Kenosha community,” said Hard Rock International COO Jon Lucas.
Corn commended Hard Rock International’s owner, the Seminole Tribe of Florida, for its continued interest in and support of the Kenosha project. He claimed that bringing the Hard Rock name and experience to the project will help make the Kenosha casino a desirable vacation spot for visitors from all across the Midwest.

The City of Kenosha, the County of Kenosha, the United States Bureau of Indian Affairs, and the Department of the Interior had previously approved the Menominee Hard Rock Project in Kenosha, but then-Gov. Walker rejected it in the midst of his early presidential campaign in 2015.
“Much has changed since our 2015 effort, but the needs of our tribe and its members have continued and in some cases grown more acute,” Corn said. “We need to make greater investments into health care for our children and elders; we need to make more investments into educating our young people; and we need to do more to reduce the high levels of poverty, hunger, and unemployment on our reservation. A casino and entertainment center in the City of Kenosha is the best path for our tribe to obtain the resources to help achieve those important goals.”
He stated that the size of the casino would be reduced as a result of the increasing number of gaming establishments in Wisconsin and northern Illinois for the Hard Rock Kenosha project.
“The proposed project will not be as big as it was previously envisioned, but it will still create jobs and be substantial. It will still be a Hard Rock brand and be an incredible addition to the community, the local and regional economy, and the state,” Corn said.
Unlike earlier plans, which called for the Menominee-Hard Rock entertainment complex and casino to be constructed where the former Dairyland dog track once stood, the new location is within a mile of that location and is situated on about 60 acres of land in the City of Kenosha, just west of the interstate. The Village of Bristol had previously held the site, and Hard Rock just acquired an option on it.
Because this is a different location, the enterprise will need to create a new federal gaming application and bargain for fresh intergovernmental accords, according to Corn.
“We are sincerely grateful for the positive working relationship we have had over the years with the City of Kenosha, Kenosha County, the local business community, and the countless residents who have supported our previous efforts,” said Corn. “We look forward to re-engaging with the community as our talks with the City and County take shape. We have always said it must be good for Kenosha to be good for Menominee, and we are excited about getting the process started.”
